Polish Insurance Association would like to inform that on 3-4 April 2014, in Radisson BLU Hotel in Szczecin, XVII International Conference on “Insurance Crime” will be held.
Honorary patronage over the Conference was assumed by: Marek Biernacki – the Minister of Justice of the Republic of Poland, Marcin Zydorowicz – the Governor of the West Pomerania Province, and Jan Grzegorz Prądzyński – the President of Polish Insurance Association, and PIU itself is the Leading Partner.

This year’s Conference will be devoted to prevention of insurance crime form the point of view of the client. The topics discussed were divided into 3 thematic blocks: Regulations and institutions preventing the insurance crime, and its social acceptance and the issue of communication with clients of insurance companies, New solutions in insurance crime prevention and the Swindler’s portrait – characteristics and trends.

Another edition of the training seminar entitled “Cooperation between the Police, the insurance companies and other insurance market institutions in the scope of counteracting, exposing and combating insurance crime” was held on 19 and 20 September 2013 in the Police Academy in Szczytno.

The meeting was opened by: Mr Andrzej Seremet, Attorney General of the Republic of Poland, and Mr Andrzej Maciążek, Vice-President of the Polish Insurance Association Management Board. The seminar was also attended by Ms Zdzisława Cwalińska-Weychert, Vice-President of the Management Board of the Insurance Guarantee Fund.

This seminar was the first working meeting of the Association and the prosecutors in the history. The theme of the meeting was the possibility to establish cooperation to develop jointly the methods of effective prevention against the insurance frauds.

The speakers presented the significant issues concerning insurance, in particular concerning experience related to preventing and counteracting insurance frauds by insurance undertakings and the Insurance Guarantee Fund. In the course of the meeting, there was a discussion with the representatives of the Attorney General’s Office.

Both the representatives of the Attorney General’s Office and the Polish Insurance Association declared that they intend to organise such seminars in the future.

Next the representatives of Deloitte discussed the most important changes in the tax regulation in 2014, inter alia those concerning VAT and invoicing. Changes in regulations on transfer pricing and possibilities of employee cost optimisation with regard to personal income tax and social insurance were also presented in detail. In the next parts of the seminar, lawyers from Deloitte Legal discussed the most vital legal and regulatory changes concerning insurance business. Moreover, the most interesting court decisions and interpretations, and tax rulings in 2013 were presented at the end of the seminar.

The seminar was opened by Mr Marcin Łuczyński, Board Member of the Polish Insurance Association, then Ms Beata Baluta, Director of Insurance Supervision Department at the PFSA Office, gave a presentation on the results of supervisory review and assessment (BION) of insurance undertakings in 2012 and the changes in the assessment methodology for this year.

Next the representatives of EY discussed the IFRS 4 project Phase 2, including the application of proposed solutions in practice, issues related to division of responsibility for subsidiary ledgers and issues which are not thoroughly governed in the Polish accounting standards with regard to insurance, inter alia concerning the impairment of investments in Universal Pension Fund Companies (PTE), treatment of premiums from customers not allocated to insurance capital fund (UFK), accounting treatment of reassurance fronting, and commutations. The last part, in particular, initiated lively discussion among the participants.

Another edition of the training seminar entitled “Cooperation between the Police, the insurance companies and other insurance market institutions in the scope of counteracting, exposing and combating insurance crime” was held on 19 and 20 September 2013 in the Police Academy in Szczytno.

The Polish Insurance Association, in cooperation with the Civil Law Department, Faculty of Law and Administration of the Warsaw University, is organising a seminar devoted to the European Insurance Contract draft and its impact on national legislations.

The works on the projects, ordered by the European Commission, are carried out by the “Restatement Group” – a group of experts composed of representatives of the scientific circles from numerous European countries. The group members will participate in the seminar, including Professor Dr. Helmut Heiss from the University
of Zurych, President of the Restatement Group, who will present the state of works on the project.

The seminar will also present the result of works in the scope of the insurance contract in the Civil Code, accomplished so far by the Civil Law Codification Commission. The meeting constitutes a forum for discussion on the proposed solutions, as well as their impact on the Polish law and the insurance market.

Among the participants will be eminent guests, representatives of the science of law, such as Professor of the Warsaw University, Krzysztof Rączka, PhD – Dean of the Warsaw University Faculty of Law and Administration, Professor of the Warsaw University, Maciej Kaliński, PhD, Professor Aleksanfer Chłopecki, PhD,
Professor of the Warsaw University, Michał Romanowski, PhD, Professor of the Gdańsk Unviersity, Ewa Bagińska, PhD, and Dr. Józef Zych, Vice-president of the Polish Sejm Extraordinary Commission for the changes in the Codification.
The honorary guest of the seminar will be Professor Eugeniusz Kowalewski, PhD.

The seminar will be held on 9 October 2013, between 4 p.m. and 6 p.m., in the Belvedere restaurant in Łazienki Królewskie Park,
1, Agrykola Street in Warsaw. After the seminar, the participants are invited to a banquet.

On 26 November 2013, at the seat of the Attorney General in Warsaw there was a seminar attended by the representatives of the Attorney General’s Office, Appellate Prosecutor’s Offices and Regional Prosecutor’s Offices, the Polish Insurance Association Commission on Counteracting the Insurance Fraud and the Subcommission of the Polish Insurance Association on Counteracting the Insurance Fraud in Life. The contents of the seminar were prepared by the Polish Insurance Association.

On 3 December 2013, the Polish Insurance Association in collaboration with Deloitte organised a seminar related to tax and legal issues entitled: “Taxes in the insurance business – changes in legislation and current practice”. The seminar was opened by Mr Maciej Łuczyński, Member of the Management Board of the Polish Insurance Association, who briefed on the seminar topic.

Another edition of the training seminar entitled “Cooperation between the Police, the insurance companies and other insurance market institutions in the scope of counteracting, exposing and combating insurance crime” was held on 19 and 20 September 2013 in the Police Academy in Szczytno. The contents of the seminar were prepared by the Polish Insurance Association in cooperation with the Criminal Affairs Bureau of the General Police Headquarters.

The seminar was a working meeting of specialists charged with counteracting and combating crime in all the aspects of the insurance activity. Its main goal was to exchange practical experiences on contemporary insurance crime forms.

The seminar was devoted primarily to document crimes, e.g. cases of attestation of false information consisting on confirming events that did not take place, or concealing or twisting facts in order to obtain compensation. It also tackled the subject of crime in life insurance, where its presence is constantly increasing.

Numerous participants stated that the character of the insurance crime has changed: petty, occasional crimes were replaced by organised crime, much more difficult to identify and successfully counteract. Therefore it is necessary that the law enforcement agencies and the insurers cooperate.

Among the lecturers were the representatives of the General Police Headquarters, the General Public Prosecutor’s Office, the Ministry of Internal Affairs, the insurance companies, the Insurance Guarantee Fund, the Police Academy in Szczytno, the Polish Bank Association, the Centre for Banking Law and Information and the Polish Insurance Association. The experience of previous seminar editions confirms that such meetings are an excellent impulse for further activities of the insurance, banking and law enforcement sectors.
