As part of supporting and promoting data quality and standardisation of information for the insurance sector, the Polish Insurance Association organises the 14th edition of a seminar from the series “Data Quality in Information Systems of Insurance Companies”. The seminar is going to take place on 29 October 2013 at the Rondo 1 conference centre, Rondo ONZ 1 in Warsaw.

A significant part of the seminar will be devoted to a draft amendment of the European personal data protection law and to its far-reaching effects for the financial sector. The issue of reconstructing central registers subject to the Ministry of Justice will be further discussed. Inspector General for the Protection of Personal Data is going to present selected issues concerning data protection with respect to making insurance data available to authorised institutions. Topics referring to both new technologies and data protection will also be raised.

Selected problems regarding data exchange standardisation and its security will be presented. Traditionally, external information resources and experience from the financial sector which are useful for improving data quality in information systems of insurance companies will also be discussed. The seminar is open for members of the Polish Insurance Association as well as for institutions which have been cooperating with the Association for years. They can participate in the seminar free of charge. Commercial companies may take part in the seminar after paying a fee of PLN 1,500 gross per each participant. Legal protection insurance covers the cost of legal assistance, including attorney’s and legal counsel’s fee, legal expenses, costs of execution proceedings, notary’s costs, etc. In Poland, legal protection insurance constitutes a little known product offered as a separate insurance only by a handful of companies. Insurance companies much more often include the element of legal protection into motor insurance packages.

The seminar’s agenda includes speeches of legal companies’ representatives concerning proposals of activities for promoting provision of legal services as well as lectures presenting selected legal issues connected with this type of insurance, among other events. The seminar will be concluded with a discussion panel focusing on barriers to the development of legal protection insurance in Poland.

The seminar will take place on 27 September 2013 between 10:00 A.M. and 2:15 P.M. in Novotel Warszawa Centrum hotel at ul. Marszałkowska 94/98 in Warsaw. Participation in the seminar is free of charge. For organisational reasons, PIU reserves the right to limit the maximum number of participants.

Presenting activities of the Minister of Economy in the area of shaping conditions for conducting business activity, in particular this concerning the SMEs sector. Determining the role of insurance in the social and economic development of Poland.
Indicating the nature and influence of risk on conducting business activity.
Presenting insurance as an effective method of limiting risk connected with conducting business activity.
Discussing insurance offer as a significant growth factor with respect to innovativeness of the Polish economy. Indicating areas for development of the insurance offer.
Determining the best and most anticipated by entrepreneurs forms of implementing insurance protection.
Practical examples of efficient use of insurance protection by entrepreneurs in the area of financing effects of adverse events.

A seminar organised by the Reinsurance Committee and the Property Insurance Committee titled “Managing risk in property insurance from the reinsurer’s, insurance company’s and insurance broker’s point of view” was held on 6 June 2013.
The seminar was opened by Maciej Łuczyński, Member of the Management Board of PIU. Part of the event consisting of four presentations was hosted by Dariusz Kwiatkowski, Long-term Insurance Reinsurance Director at the Biuro Reasekuracji PZU S.A.
The first presentation was conducted by Dominika Kozakiewicz, Vice President of the Management Board, Managing Director of Marsh Polska, Agnieszka Michałowska, Broker Director at Marsh Polska and Jacek Ryć, Corporate Clients Director at the regional branch of PZU S.A. in Poznań. During this presentation, two real life examples of companies were discussed, on the basis of which the most important problems in the functioning of property insurance in practice were exposed. Particular attention was given to the role of appropriate risk management in the case of simultaneous functioning of modern and outdated technologies in a single enterprise, early engagement of a broker and insurance company in the insurance risk assessment process and a proper information flow. Also, a manner was presented in which complexity, investment innovation and investor’s requirements with respect to the scope of protection influence the possibility of obtaining proper reinsurance coverage. The speakers emphasised that in both discussed cases conclusion of insurance and reinsurance contracts was possible owing to the willingness of all parties to reach a compromise and good communication between the parties concerned.
Then, Otmar Erich, senior underwriter fac. property at Swiss Re discussed key trends in property insurance perceived from the reinsurer’s point of view, and in particular types of damage which is increasingly more important for reinsurance portfolios. He also presented opportunities and threats concerning reinsurers on the Polish insurance market. Next, Marcin Kowalski, Regional Director of Department Poland in Polskie Towarzystwo Reasekuracji, spoke about the significance of reinsurers in the process of maintaining financial liquidity of the insurance market. Furthermore, he discussed the most important challenges for the reinsurance market and the role of an insurance broker in the proper conclusion of insurance and reinsurance contracts.
During the last presentation, Tomasz Libront, Reinsurance Director, Member of the Management Board at THB Polska, discussed factors on the insurers, clients, and market environment side which influence the existence of the so-called “gaps” in the reinsurance coverage. During his presentation, he also tackled the issue of communication between particular insurance market participants which may lead to limited or distorted information received by the reinsurer which, in turn, may result in negative consequences for all parties to the contract.
The seminar was concluded with a discussion panel hosted by Agata Siennicka, Reinsurance Director at Vienna Insurance Group Polska, with Sławomir Majkowski – fac. underwriter property at Munich Re – Witold Janusz – Lloyd’s General Representative at Lloyd’s Polska – and dr Krzysztof Łyskawa from the Insurance Department of the Poznań University of Economics. Director Agata Siennicka invited also Otmar Erich from Swiss Re, who was sitting in the audience, to take part in the panel. In the course of the discussion, the need to create standards and good practices in the area of preparing reinsurance inquiries was indicated as well as the need to develop activities aiming at increasing the level of knowledge of customers, insurance companies and insurance brokers in the field of risk management and fire safety. It was reminded that the Property Insurance Committee already has its track record with respect to recommendations concerning the functioning of property insurance. In 2012, Minimum Information Requirements regarding conclusion of insurance contracts and Coinsurance Agreement Templates were introduced.
Participants of the seminar were informed that the diagnosed issues and questions asked will be the subject of further works of the Property Insurance Committee, the Reinsurance Subcommittee and the Working Group on Risk Management.
More than 100 people participated in the seminar, including representatives of universities, domestic and foreign insurance and reinsurance companies as well as insurance and reinsurance brokers.

On 22 April 2013, the Polish Insurance Association together with the Institute of Meteorology and Water Management conducted a seminar on weather forecasts and dangerous weather phenomena in the head office of the Institute.
This event was organised for the members of the Committee of the Property Insurance, Agricultural Insurance Subcommittee, Reinsurance Subcommittee and Working Groups for risk management and for the development of a system of general insurance against the effects of natural disasters.
Presentations prepared by researchers from the Institute referred to the following issues: weather reports terminology, storm analysis, regulations for issuing meteorological warnings and the manner of obtaining and processing information from weather stations and radars. Other discussed issues included extreme phenomena in hydrology and matters connected with the implementation of the EU Floods Directive. Participants of the seminar had also the opportunity to see how monitoring of weather conditions and phenomena looks like in practice.

On 17 May 2013, the Polish Insurance Association organised a conference titled “Additional health insurance – effective system based on lessons from Europe” under a honorary patronage of the Minister of Health.

Speakers both from Poland and abroad took part in this event. The aim of the conference was to present benefits of health insurance for the society and the healthcare system in an expert manner using experiences of other countries. During the conference, a report prepared by PIU in cooperation with Ernst & Young under the title “Role and function of additional health insurance in contemporary healthcare systems – analysis and recommendations for Poland” was presented.

The conference was opened by the President of the Management Board of PIU, Jan Grzegorz Prądzyński, who emphasised that works on the Act on additional health insurance, which have currently commenced, constitute an issue of utmost importance. He pointed out to the need of developing new solutions and conducting well-thought-out reforms which will provide an additional cash inflow to the healthcare system. In the opinion of the President of PIU, additional health insurance constitutes a natural and effective solution which proved to be reliable all over the world. He also emphasised that for many years now, the healthcare system in Poland is in the state of a crisis. Budget deficit in the NFZ in 2012 and long queues to medical specialists prove that this situation is real. Thus, the need for developing new solutions. President Prądzyński also referred to the extent and dynamics of development of health insurance, pointing out that at present it does not play any significant role on the Polish market. In conclusion, he emphasised

Next, Sławomir Neumann, Secretary of State in the Ministry of Health, said that additional health insurance should rather be of supportive than competitive nature towards 
the public system. He stressed that it should cover between ten and twenty million of Poles; therefore, the main goal of the act should be to enable patients finding alternative forms of financing their health needs. At the same time, he expressed hope that the department will be able to present its idea for the form of additional health insurance in the nearest future. This project is supposed to be a result of cooperation with experts from the sectoral market, including the Polish Insurance Association.

During the next part of the meeting, invited speakers took the floor. Krzysztof Łanda, President of Watch Health Care, discussed the subject of queues to guaranteed benefits on the basis of Barometr WHC. He compared this queue to a “disease with proven harmfulness”.

Then, Marek Rozkrut, Chief Economist at Ernst & Young, discussed factors influencing the increase in healthcare spending. He showed forecasts regarding development of additional health insurance market.
Dorota M. Fal, Adviser to the Management Board of PIU, tackled the subject of benefits for Poland which may be connected with development of additional health insurance. She indicated the tools which may influence ensuring universality of the system and added that it is necessary to reach a win-win-win situation, i.e. a situation in which patients, the healthcare system and the insurance sector are satisfied.
The conference included presentations of foreign speakers who shared their experiences in the area of additional health insurance. Johan Hjertqvist, President of Health Consumer Powerhouse, presented characteristics of systems existing in other European countries. He pointed out to solutions applied in the Netherlands which, in his opinion, are worth following and promoting. Tim McKeown, Product and Business Development Director at Vhi Healthcare, introduced the model existing in Ireland. He emphasised that 45% of society in Ireland has private health insurance, mainly hospitalisation insurance, and the annual premium equals to EUR 1.1 thousand. Next, Tom Sackville, Chair of NHS, former MP and United Kingdom’s Minister of Health, referred to one of the more interesting healthcare models which functions in Australia.

The conference was concluded with a discussion panel during which issues regarding myths connected with additional health insurance were tackled. Members of the panel included speakers from abroad as well as Artur Smolarek, Chairman of the Health and Accident Insurance Committee at PIU and Tomasz Pawlęga, Deputy Director of the Health Insurance Department in the Ministry of Health. Mariusz Gujski from Służba Zdrowia magazine moderated the discussion. It was jointly agreed that in order for additional health insurance to start functioning, it is necessary to introduce wise regulations. In addition, offering attractive prices and comprehensive products will cause that it is going to become a part of the mass market. As agreed during the debate, building social awareness with respect to its role in the healthcare system constitutes a significant condition for the development of additional health insurance market.

As usual, we are also going to present external information resources and financial sector practitioners’ experience in data quality improvement for information systems of insurance companies. Also, the issues related to new technologies in data protection are planned to be discussed. The Inspector General for Personal Data Protection is going to present selected data protection issues in “Cloud Computing.” We are also planning a presentation by a representative of Bezpieczna Cyberprzestrzeń [Cyber Security] Foundation.

The seminar is open for members of the Polish Insurance Association and for the institutions long-cooperating with the Association. Their attendance at the seminar is free of charge.
