mStłuczka: end of paper formalities after a road collision for mObywatel app users

The Ministry of Digitalisation is introducing mStłuczka – another service in mObywatel supporting users in handling important matters. From 1 September, the most important formalities after a road incident, i.e. drawing up a statement and reporting damage to the insurer, can be handled through the app, without paper and without additional stress. With the same legal force as paper documents.

mStłuczka – benefits for everyone

mStłuczka in mObywatel is a modern tool that will make it easier to cope with a road collision situation. Thanks to it, drivers can prepare a joint statement about a road incident in the app, supplement it with photos taken at the scene and quickly send a damage report to a selected insurer.

– Our goal is for the state to support citizens in everyday situations – including sudden and stressful ones. That is why we launched the mStłuczka service in the mObywatel app. Thanks to it, drivers can prepare a collision statement fully online, which significantly facilitates and accelerates formalities. This is an example of how digital services can translate into real life comfort – says Deputy Minister of Digitalisation Dariusz Standerski.

The service benefits both drivers and insurers handling claims. One of them is the lack of paper documentation. Drawing up a collision perpetrator’s statement or reporting damage takes place from the app level, without the need to complete and deliver paper forms. Drivers also have the possibility to download the statement to their devices in PDF format. The file is signed with a qualified certificate of the minister responsible for informatisation, which is a type of digital seal confirming the authenticity and integrity of the document prepared in the app. This means that the perpetrator will not be able to challenge it, e.g. by questioning the authenticity of their signature. This happened with paper statements.

mStłuczka also means higher quality of data appearing in statements and damage reports. The need for manual input has been minimised, and automatically completed information comes directly from state registers such as CEPiK and PESEL. Thanks to this, data is current and correct, and preparing a statement in mObywatel takes only a few minutes.

For insurers, mStłuczka means primarily the possibility of greater automation of motor claim registration and settlement processes. Thanks to automatic completion of insurance data, the risk of errors or inaccuracies that may arise when preparing a paper statement is also minimised.

How to use mStłuczka?

– mObywatel is to accompany users in various life moments, including during events they would prefer to avoid. Such is mStłuczka – a simple way to handle formalities after a collision, which is an extremely stressful situation. The new function enables drivers to draw up a statement
and attach photos to it. Damage can be immediately reported to the insurer directly from the app. Digitally and without paper. mStłuczka confirms that mObywatel is a digital assistant ready to help around the clock – says Radosław Maćkiewicz, Director of the Central IT Centre.

The mStłuczka service has two independent functions. The first is drawing up a statement by persons driving vehicles involved in a collision, the second – reporting damage to the insurer by the injured person.

Drivers can prepare a statement if both parties have the mObywatel app and agree on who is the perpetrator and who is injured. The vehicles they were driving during the incident must be registered in Poland. Photos of vehicles and photos
from the incident scene can be immediately attached to the statement. It is worth remembering that mStłuczka can be used when only vehicles were damaged as a result of the incident and nobody was injured.

Reporting damage to the insurer is a separate function in the mStłuczka service. After preparing the statement, the driver can download it or report damage to the insurer with one click.  A report sent through mObywatel is registered by the insurer immediately,
and its handling takes place electronically. It is worth using this possibility to accelerate and simplify the damage reporting process.

There would be no mStłuczka without cooperation

mStłuczka in mObywatel is a new service of the Ministry of Digitalisation prepared by the Central IT Centre (COI) and the Motor Insurers’ Bureau (UFG) in cooperation with the Polish Chamber of Insurance (PIU) and insurers.  Thanks to the involvement of the mentioned institutions and companies, it was possible to create a modern solution that integrates data from many sources and improves road incident handling.

The Motor Insurers’ Bureau plays the role of integrator of the mStłuczka service
with insurer systems and the state register – the Central Vehicle Register. Thanks to this, app users can create a joint statement about a road incident and forward it to the appropriate insurer. Insurers will gain access through UFG to statements generated in the app, which they can download and handle after damage is reported by drivers injured in collisions. – We are proud that we can be part of such a beneficial project for citizens. We believe that mStłuczka will allow them to save stress in an undoubtedly difficult situation such as a road collision – says Małgorzata Ślepowrońska, President of the Motor Insurers’ Bureau Management Board.

The Polish Chamber of Insurance represents the market in legislative processes related to insurance. It also conducts dialogue with public institutions such as PFSA or OCCP on behalf of the insurance industry. The aim of the Chamber’s activities is both the development of modern technological solutions in insurance and improving customer experience in the digital market. PIU represented insurance companies in the mStłuczka service implementation process.

and efficiently handle formalities. That is what mStłuczka is for. A technological solution designed with customer experience improvement in mind. mStłuczka will translate into higher service quality and greater trust in insurers. It is an innovative and user-friendly solution. It puts customer comfort at the centre of attention, giving them a convenient, modern and safe way to draw up a statement and report damage – says Jan Grzegorz Prądzyński, President of the Management Board of the Polish Chamber of Insurance.

mStłuczka development plans

In the coming months, the Central IT Centre will work on adding further event categories to mStłuczka. A function that allows drawing up a statement by a larger number of drivers in case of multi-party incidents is to appear, among other things. A virtual assistant, i.e. a chatbot based on artificial intelligence, is to provide informational support and facilitate handling formalities using mObywatel. After its implementation in the app, drivers will also be able to obtain guidance and tips from the assistant while drawing up statements and reporting damage.

mObywatel as a gateway to digital services

mObywatel is developed to proactively support Poles. Every change in the app fits into the “map of citizens’ life moments”. Just over the last year and a half, 18 new services have been introduced in mObywatel, and at the end of July the app interface was changed to make using it even simpler. This is the most dynamic period in the app’s development. Polish men and women appreciate this, as many as 10 million of them use mObywatel. Every day there are a million logins to the app.
